Resolution for Spanish Interpretation Services Fails to Gain Second Motion
The commission considered a resolution directing the city manager to provide Spanish interpretation services at all city commission meetings and special magistrate hearings. The resolution was sponsored by Commissioner Santiago. However, the item died for lack of a second motion.
Commissioners Report on Diverse Community Events, Initiatives, and Giving Back
Commissioner Santiago reported on upcoming events: a blood patty celebration on August 22nd Avenue near the grocery store on the first Friday of the month, and the Labor Day event on September 7th, which will take place on Alibaba Avenue from 22nd Avenue to the low grocery store (1731 Alibaba Avenue). Santiago plans to make the Labor Day event free for all city employees and workers. Commissioner Irvin discussed the annual book bag giveaway and health fair on August 8th at Shabbundi Village, offering book bags, school supplies, health screenings, an advocacy workshop, and free food. She and Commissioner Santiago are working to secure participation for haircuts and braids for the event. Commissioner Bass mentioned continuing summer camp pizza parties at Sherbundi and Ingram Parks, the success of 'RB in the Park' at Sherbundi with over 300 attendees, and the upcoming 'Opalaka Reunion Edition' of 'RB in the Park' at Shabbundi on September 5th. Bass also noted the great turnout for bingo and attending the water park with children. Vice Mayor Kelly stated she had no report. Mayor Taylor reported on the 'Pop-Up Pizza Party' for summer camp at Ingram Park and the 'RB in the Park' reunion edition. She also attended the water park with children and will attend SeaWorld with children on August 7th, missing Commissioner Santiago's event but planning to attend the Labor Day party. The Florida League of Cities annual meeting is August 13th-15th, with Commissioner Santiago designated as the voting delegate. Javaris Brownley, a hometown quarterback for the Jets, donated footballs, posters, and book bags to the city's football team and cheerleaders. The Mayor thanked the reserve officers for their service.
Renaming of Government Center Deferred for Further Historical Review
The commission discussed renaming the Opalaka Government Center in honor of Mayor Myra L. Taylor. Commissioner Santiago moved to defer this item to the next commission meeting in September to allow for further research into Opalaka's history. The motion to defer was accepted.
Commission Approves Fiscal Year 2026 Budget Amendments After Second Reading and Public Hearing
The commission considered an ordinance amending the annual adopted general, proprietary, and special revenue funds budgets for the fiscal year commencing October 1, 2025, and ending September 30, 2026. The ordinance adjusts revenues and expenditures as reflected in Exhibit A, provides for expenditure of funds, authorizes the city manager to take certain actions, and includes provisions for appropriation, fees, recitals, conflict, repealer, severability, and an effective date. This was the second reading and public hearing, following a first reading held on July 8th. The City Manager presented the budget, and the Budget Administrator, Mr. Floyd, highlighted changes from the first to the second reading. These changes included reducing commissioner's office supplies from $5,500 to $3,000, adding $35,000 for roofing at Ingram Park and termite treatment at Shabbundi Park, and noting the removal of the $12,000 item previously discussed for the Labor Day event. The ordinance passed with a 4-1 vote.
Updates Provided on Park Improvements, Pool Opening, Infrastructure Projects, and Grant Funding
The city manager provided an update on Seagull Park drainage improvements, stating that work would commence that week with equipment staging in the area, and residents had been notified. Parks and Recreation will host its summer showcase on August 6th and a summer trip to SeaWorld on August 7th. Regarding pump station 16 at 43rd Avenue 171st 61, the CIP division manager confirmed the city is working to remediate a manhole installed on private property by installing a sewer lateral, which will eliminate the manhole and restore the area. The property owner has been notified and consulted. Vice Mayor Kelly thanked the manager for efforts to open the city pool, noting that inspections were complete and the health department was scheduled for the next day at 10:00 AM. Mayor Taylor inquired about canal cleaning efforts, suggesting that trash bordering seawalls should also be collected. The city manager confirmed that the TPO grant for bicycle and transportation assessment has been received, aiming to add more bicycle lanes and transportation options for walkability.
